From Sim, "So Bureau Ostende I think is a tax plate? with the cross from in the time of Maria Theresia of Austria? Apparently a douane customs seal which is found several times in Belgium for all the other larger cities also and not so old as i tought ... Let us say at the end of the 19th century and early 20th century ?
