From Ged Dodd, "ЛД = LD / A.ШIПOЧEB / H12 /// NP / HP12H / 1796 (ЛД = LD) Flax Inspector A.SHIPOCHEV working out of 12 post in the port of St Petersburg, Kronstadt, Narva, Riga, Libau, Pilau, Pernau, Revel Memel, Konigsberg, or Tilsit .. in 1796. (Note the I not an И All NP seals before 1829 are flax seals .. The Grower/Owner/Agent initials are HP (possibly N.R if HP is Cyrillic but I doubt it) with 12 flax plants in the bale. .. . .see reference IDS 1403 on The PeaceHavens Project, Seal Numbers 1400 - 1499"
