Appears to be a seal from a French factory producing dyestuffs and other chemicals (the missing inscription curving upwards probably says ET PRODUITS CHIMIQUES).
The full inscription was found in 'Dictionnaire biographique international des écrivains By Henry Carnoy', where the business ventures of the founder, Monsieur A. Poirrer are detailed. The company was set up in 1881.
