Found in Hertfordshire, 25mm.

Cloth seal with numbering similar to Tiverton seals.

Paul Cannon has pointed out similarities with Görlitz.

If it is English then the number side looks no earlier than the late 17th century but the crown side looks no later than the 16th century!
