A cloth seal attributed to Salzwendel. See Jan van Oostveen, Textiel loden 1600 - 1670, Inventory number P1400426a p.20.

This style with two keys is from the new city (Neustadt) as opposed to Salzwedel (Altstadt) which has the traditional single key next to half eagle.
