Found near Bedmond Hertfordshire.

Lead seal from Belgium with writing on one side that says BUR(eau) DE COURTRAY with TRANSIT beneath that. A cross on reverse with more letters, one a C. Thanks to Yanok & Folkert for the information. Probably a cloth seal but other goods were also subject to transit taxes.
