Part of sub-rectangular cloth seal consisting of a strip of lead with (WI)LLIA(M around the fold) / SYKE(S on other side) (no thinning of connecting strip) // 29 / 3 possibly more numbers but seal torn off at this point.

Could be searcher or packers seal, see parallel also found by Adam & Lisa.
