This is from the Derby Daily Telegraph of 12 June 1897. “Taxing Bicycles: A Belgian Example. In few countries has the bicycle been so generally adopted as in Belgium, yet in none has its use been so heavily handicapped as there. For about six years all bicycles have been taxed, the rate at the present time being 10 francs (8s 4d) for each machine, To each machine an enamelled number is attached and this number cannot be transferred from one machine to another, as the number is connected to the frame of the machine by a piece of wire and a LEAD SEAL which absolutely prevents its transference without cutting the wire or breaking the seal. In the Province of Brabant alone there are 20,000 registered this year, so that the total number for the whole country must be very large”. See The British Newspaper Archive."
