Douvres is a commune in the Ain department in eastern France. Alternatively it is also French for Dover.
From Paul Cannon, "I wonder if this reads “AGENCE CONTINENTALE”. ‘Douvres’ is also the French word for the port of Dover. The Belgian newspaper ‘Le Carillon’ of 8 May, 1921 carries an advert at the bottom of page 6, on the right hand side (last page) which may give a clue. Could it be that this seal was attached to a parcel, crate or container of goods being transported across the Channel to Dover?"
