Identified by Philippe Lanez. A tax seal from Henri-Chapelle. "The legend is DOUANES ROYALES DES PAYS-BAS, this means Henry-Chapelle although in Belgian to-day has been part of the Dutch Low-Lands, but was French speaking and part of Welkenraedt (this would indicate a date range of 1815-1830 - United Kingdom of the Netherlands). PRINCIPALITE (é) : (Administration) (old form). Main office (=Bureau) from customs, indirect contributions, etc. which centralises the funds from the special revenue of the same authorities."
