Identified by Roman Tor, a member of the PeacHavens Project "Печать отделения связи. Я вижу слово ТЕЛЕГРАФ и символ связистов." translation, "Print liaison offices . I see the word and symbol Telegraph signalers".
From Michel Royer, "It is a lead seal of the Russian imperial posts. The legend is "ПОЧТ. ТЕЛЕГРА. КОНТОР." (post office and telegraph) with the number "1" in the center.
The reverse is too vague for a good reading but we must have the name of this office. In the center the symbol of the posts (2 horns and two lightning bolts poses in necklace)"
