Gentbrugge is one of 25 districts ("wijken") of the city of Ghent, Wikipedia.
From Paul Cannon, "I wonder if left hand image, starting at 7 o'clock, reads CHEMIN DE FER DE L'ÉTAT ie (Belgium) State Railroad. For this class of Belgium seal see Euro-Plombs. At least one of these seals has the plural form Chemins de Fer de L’Etat. I am not sure of the significance of the use of the plural or singular. Wim, who has the seal, believes his reads ‘Chemin de Fer de L’Etat’. Les Chemins de fer de l'État belge operated from 1832 to 1927, when it was renamed La Société nationale des chemins de fer belges (SNCB). The station of Gendbrugge/Gentbrugge was opened in 1861."
